General Care Discussion :: old setup unhealthy and ugly. got new setup.. help

Hi,
I am posting pictures of my old setup and new aquarium. I have a budget of $700 besides the $500 I spent on the new aquarium + stand from JEBO.
Here are some pictures.. any suggestions on how to setup the basking area, what type of filter to put... etc.. I want the best for my 2 year old turtle which seems depressed recently. I never fed it anything else than pellets and shrimps.. I think it hates me, with reason.. I tried my best to accomodate it as best I can.. now I have the day off to shop online for the best filter possible.. basking area, and whatever else will make my turtle SUPER HAPPY. Please help, and view the new aquarium below..

Do I need a caniter filter? Do I need an Air Pump? How do I setup a nice waterfall? Do I need a fogger? I want the best for my turtle and I finally have some cash to do so.. you can give me links to products I should buy, and I will look around for the best prices online and order them today. Thank you all so much in advance for taking the time.. I'm very excited.. turtle though doesn't seem to be.. that's what I named him.. "turtle" not very original I know
