One of my RES babies basks most of the time in the same spot. He moves only for food. Sometimes he'll swim around but most of the time he stays in that same spot. I have everything food, filter, etc. to care for them.

Lower the water temp to 76-78. If I set my water temps too high, my three guys (especially Gomez) get lazy and just bask in the water.....
How many turts do you have in the tank? Another problem might be that he is scared of the other turts or just dosen't want to be with them in the water. Does he stay on the ramp when the others bask?

Keep an eye on him, but as long as he's eating and swimming around once in a while, he's probably OK. Just likes his spot......If he's just stays on the ramp and refuses to go in the water at all or stops eating, get him to the vet.
