I recently dry tanked an eastern painted for the better part of a day for several days, not for any shell problems, but because he had an eye problem and seemed to not be swimming right in the water. To me, dry tanking/docking means no water, and if you add a UVB light and heat light, you've got what people are calling forced basking (although a turtle shouldn't be stuck under the lights and should have the room to move away from them to thermoregulate and shade, as with a cloth, to burrow under if the turtle wants to).
