I know you should have a draft coming in from a window but why? Also, is it also bad to have a ceiling fan on?

A draft causes water to evaporate and evaporation actually cools the air. The very first air conditioners were water cooling towers with big fans blowing on a stream of water.

This would be significant if your turtle were sitting in a draft with wet skin. He might get a chill. A breeze blowing on the water's surface would also slightly cool the water itself because of evaporation.

Unless the fan is blowing right on the tank, though, I don't think it's a problem. We have a ceiling fan that we use all the time in the room Spot lives in and his tank doesn't get chilly.

It's more of a danger in the winter time too when the draft is cold and dry. If the turtles (and most other reptiles) are forced to breath air that is too cold and dry it will damage their lungs and leave them open to infection, thus the respiratory infection.

Ok, i thought it somehow had to do with them breathing in something.

The something they would breathe in is the cold air.
