If the water is treated with chloramines (not chlorine) then it will not evaporate. Most water conditioners can neutralize chloramines.

I have no clue what our water is treated with, how would I find out? Would there be a difference from tap water and water from the outside? I don't treat my water from the fish tanks and our fish are fine. I bought one of those turtle shaped water treatment tablets will that work?

You can call the city - ask for the water department - and they should be able to tell you if your water is treated with chlorine or chloramine.

Around here (Texas), water that comes from a tap outside is the same as water that comes from the tap inside - ie, it's all treated water. It's possible to design a system so water that comes from a tap outside is untreated - around here it's done that way at golf courses, for instance. But usually the outside water is just the same as the inside water. Again, the city people should be able to tell you.

If you're using the same water for your inside fish tanks and those fish are ok, then what went wrong with your minnows is probably not a chlorine/chloramine problem. It wouldn't hurt to check with the city anyway just so you'll know what's going on.

I agree, if the fish are fine, then you should be good. You could also call your local aquarium store... they should probably know.
