My turtles seem to have developed this since I've put them outside in a mini-pond.

When I watch them bask from afar, they seem to be twitching excessively like a couple times every minute or so both with their head/arms and can't lie still for five minutes. I don't remember them doing this before when I was still raising them indoors.

What is going on?

They're just trying to work off dead skin. It's normal, my turtles do it, maybe right now they're going through a good shed since they're outside in the wonderful sun. I wouldn't worry about it, I actually see it as a good sign.

Yes it is normal. And they sometimes twitch their heads while basking when they are getting too warm, it's a sign that they are going in the water soon to cool off.

How warm is it? How much water is in your mini pond?
