As you know, moving air causes evaporation of water which actually lowers temperature. If the temperature in your tank is "normal", then a draft or blowing fan can cause it to cool or, more likely, air blowing on the turtle's wet skin will cause it to cool, which could give him a chill which would be harmful.
However, if the ambient air temperature is really really hot, then a draft or fan blowing can't cause a harmful amount of cooling.
You can protect your turtle from any chance of harmful cooling by putting a cover over his tank at night - something like a sheet or towel. If it's really as hot as you say it is, then you don't want the cover to be too tight or complete as your turtle probably needs some air circulation.
As to how your turtle got sick, it's impossible to say. I think the germs that cause RI are everywhere, sort of like the common cold. Some turtles seem to have more resistence to it than others. Any little thing that lowers the immune system can cause the onset of RI in a susceptible turtle. The turtle getting too cold, water that isn't clean, stress, being around another turtle that's sick, having internal parasites - all can result in RI - or not, depending on the turtle. Your turtle could have been exposed and had a low level of illness for a long time before you ever even got him but just not shown symptoms until now.
