I've tried searching for this topic on other threads, I found things but I'm not really sure thats the thing my RES is having...

He's got alot of extra skin that is about to get off, its like he's peeling his legs' and neck's skin, is this normal?

I hope I described it good..

Yes, it's normal for turtles to shed. In fact, my turtle is going through that right now, as well.

Higher water temperatures can make it excessive, though, so if it seems like it's happening a lot you may want to check that out.

I was starting to worry, my water temperature is about 78F-80F.

I think it's really hot where you are now(?) If so, I'd try to keep the temp lower, low to mid 70's if you turtle is larger, and no more than 78F if your turtle is a small hatchling.

Well I live in Israel, it IS really hot in here, but the water temp is around 78F-80F and the basking area is a bit less than 90F.
