one of my turts has a bubble around his neck, the bubble looks like a huge blister, very ugly, is this skin shedding??

It is definitely not shedding. It's probably an abscess. In the neck area, this is usually (not always) caused by abrasion on the shell. The turtles need to be seen by a vet to determine if they only need to be drained or if surgical excision is needed. A herp vet visit is very necessary to avoid further problems.

Looks like an abscess. I would get it to the herp vet asap, as abscesses can go systemic and cause blood poisoning in turtles. Mine started to get a scrape on his neck took him to the vet and got him on an antibiotic ointment it was cleared up in less than 1 week.

skin shedding looks kinda like spiderwebs hanging off the neck or legs.

Boston_Zhao, if your turtle's neck is like the one in the picture above, he has an abcess and needs to see a herp vet to have it drained (this is an excision) and probably receive a course of antibiotics. Both of the turtles need to see a herp vet...
