It is definitely not shedding. It's probably an abscess. In the neck area, this is usually (not always) caused by abrasion on the shell. The turtles need to be seen by a vet to determine if they only need to be drained or if surgical excision is needed. A herp vet visit is very necessary to avoid further problems.
