Well, I live in northern California (In San Jose, which is about an hour or so from San Francisco). I wondered about if he/she is wild. And I don't think he could get a better habitat, because my friend doesn't have enough space to get Wonton a bigger tank, and her parents probably aren't going to spend any money on Wonton (they didn't want him in the first place). He's pretty miserable. He also jumps off his rock if someone gets too close to the tank, so I wonder if he's hurting himself. Today, I noticed him lifting his back legs into the air while he sat on his stomach. Is this normal?

jumping off his dock when he sees you is problem him being startled, not upset. my turtle used to do the same because my being near his tank is a sign for him that food is near! but hes used to my presence now and does not jump. to make sure he doesnt hurt himself just make sure there arent any hard or sharp objects near where he jumps off, otherwise its not that uncommon.

as for the hind legs up in the air, hes just basking and drying out having a chill session haha. it is quite normal

Shi-ten -- Turtles will do fine if the water, basking temp with uvb is proper. Along with that clean water is also essential. Turtles need at least 10 gallons per inch to do OK.

Yeah, tell your friend 10 gallons per inch of the turtle. I'm not sure if RES are native to CA but if you saw another RES wild maybe...
