So it's a 20 gallon tank divided in two with three filters? That's way too small for two RES.

You said you're working on an upgrade, craigslist is a great site for finding tanks and rubbermaid totes make great temporary tanks.

craigslist in NY has been expensive or not available the last couple weeks -- a friend might have one in the attic , were hoping. In the maen time i have two basking platforms and two lights (they share a uvb bulb). I will keep a close eye on them.

A temporary fix might be a large rubbermade container from walmart filled halfway with water.

I've been changing all the water every 3-5 days and doing a complete tank cleaning every 8-10 days and so far i've been able to keep ahead of the little messy turtles. But I don't know how long I can keep it up. I'm going to a pet store today to buy a 55 long :S.

That's probably a lot better. I'm looking to pick up a ~100g stock tank. Santa Cruz General Feed and Seed carries the 'country plastic' one for $65.
