I cleaned it the smell did go away I guess it's just because it's tank gets dirty quick

Is the heating lamp to close to the dock? She hasn't been basking or at least I haven't seen her. I mean the other she got on it and I walked in and she jumped off but I don't know if she still gets on it.

The distance looks OK, have you measured the temperature?

You need to get one to make sure it doesn't get too warm up there.

Can baby turtles swim in deep water? How deep should the water be for a baby turtle

I don't know if they can dive far, but they usually stay close to the surface.

Is that ok? It's not to deep but it sometimes looks like he has trouble swimming because he's still a baby

The depth is fine, and could be deeper. I would re-consider using bricks in the tank, it even looks like he can go through the opening -- it's not safe and he could get stuck if he tried to turn around.
