Why does my turtle rub her shell under her floating dock? Is she scratching or is it mating time? Feels like dumb question but I don't know the reason.

Her scutes could be starting to lift away from the carapace, i.e., she might be starting to shed. Turtles will rub their shells against objects in the tank to help loosen them. My RES has rubbed his shell against his corkbark basking area when he's started to shed to help the process along.
