It's possible, but far from the best situation. RES usually only lay their eggs in the water as a last resort.
Best option is if you can take her outside (as long as the temp is OK) and let her dig around in a place where theres loose dirt (turtles are pretty picky about where they lay their eggs!) Let her wander around outside for a while, and see if she does any digging there.
If you can't go outside or there isn't a good place you can take her, get a big rubbermaid storage bin and fill it with a 50% soil/sand mixture, and put her in there. Make sure the soil is plenty deep, since they like to dig deep. However, I haven't heard if many owners have had luck with this strategy...
