i have a female RES and it is a hatchling but i was just curious on what stage in its life will it start producing eggs?

Usually not 'til she's 6" long. If she is a hatchling, though, you can't tell what she is. She'll have to be 4" long before you will know for sure.
Who ever said turtles were slow?

ah ok. how many years does it usually take for it to get 6" long?

Usually 4" th first year, and then a inch a year after that.

Thats a loose guideline though.
