I nearly froze my betta to death and he came back after about 4 hours. We had him in the car, the temps dropped near to 40 degrees, he was completely dead as far as I could tell, and I just let him sit there for 4 hours at room temp of 70-75 and he came to. I'm not saying your fish weren't killed from the cold, but I'd look at other possibilities. You said you had them in tap water, tap water has chlorine, even if you don't think so.
