I would like to know when a turtle is sluggish does it mean their not active?

Yes, that's what it means. When they aren't swimming as much, moving slower on the basking area. Acting groggy.

miss-pril -- There is a lot I don't know about your turtle but my stock answer is to follow the general rules on temperatures on water and basking. Clean water with good biological filtering. If they are eating properly you can add some calcium which is good for the bones, carapace and plastorn. That should help unless he is getting sick. Watch him for a few days and lets see how he does.
