Tanks eyes tend to be rather watery when he is out of the water and walking around. Is this normal? The liquid from his eyes runs down his face and he will sometimes wipe it off with the back of one of his forefeet.

He has had several eye infections before which I treat with a special solution for turtles (and I continue to put drops in his eyes once every week or two weeks), and his left eye seems to be irritated more frequently than the right.

I've seen a turtle's eyes tear up in bright sunlight when the turtle has been in bright, warm light (it helps to cool off), but don't know why he'd do this while walking around...

Why do you have him walking around?He really doesn't have to be out of the tank for exercise, if that's why you're letting him out.

It could be dust and other things that are annoying his eyes.
If tank is known to have sensitive eyes maybe taking a break from the outside experiences would give his eyes a chance to recover from their infections?
