When mine are first starting to get ready to shed, the shell starts to look dull, often a little whitish. You might see metallic spots on the shell (air trapped under the scutes) when your turtle is in the water. As the shedding progresses, the scutes will progressively look like the edges are lifting, and if you press gently on them after your turtle has been in the water, water will seep out from under them (they're quite loose at this point).
Shedding skin does not necessarily mean that shedding scutes are going to immediately follow.
