How big are they? What else is he doing? How long has he been doing this?
You can seperate them. If you don't have a spare tank, you can use a large rubbermaid container you can find at Wal-Marts.

Are you sure they are sexed pairs?

what kind of setup do they have? Tank size? Water and basking temps?

I know it's a lot of questions but the more info you provide, the better we'll be able to help.

Measure them SCL (Straight Lenght Carapace) Measure them straight down the spine, excluding the head, tail and the curve

Can you post pictures of their nails and under their tail (cloaca)?
10 gallon sounds too small for your turtles. 1 inch- 10 gallons.
Do you have both UVA and UVB lights for the basking area? Is the basking area damp with water? How deep is the water?

The setup is the enviroment/habitat your turtles are in.

They probably sit on top of eachother because they have no choice because there's no room to do anything else.

They need a minimum of 80 gallons asap. They could very well be fighting over space. I doubt they have room to even turn around in there! Also, adequate space AND knowing the temps is very important to the health of your turtles.

Just curious, what and how much are you feeding your turtles?

Feed them the amount of pellets that will fit inside their head. Only feed them this 2 or 3 times a week.
Do you offer any vegetation?

I've heard that sometimes male turts will confuse a male for a female.
