I keep 5 guppies in the tank with my turtle who is 1.5". At the moment,
he doesn't seem to pay attention to them. I heard that turtles are
supposed to be somewhat carnivorous as hatchlings. Is he just too small
to eat them or is there some other reason? He doesn't even seem to
notice them when they "rest" on his back during the day.

Also, will he eat fish that are bigger than he is?

There could be any number of reasons that he hasn't eaten the fish yet. My two turts ignored the last fish in their tank for almost a year. We got to the point we named him lucky...then one day lucky was gone. Give him time and they will disappear. He will eat them even if they are bigger. It is more gruesome to watch because they eat parts of the fish until it gone...a fin, part of the stomach, etc.
