There's probably some air inside the turtle's body. The turtle has difficulty
submerging too? Usually that's not a good sign.

If the turtle also has mucus coming out from nose and mouth, bubbling from nose
and mouth, lethargic, swollen eyes, not alert and very responsive to touch, the
turtle is likely having respiratory infection (RI). In that case, you need to take
the turtle to a vet so that the vet can prescribe proper antibiotic.
