Two questions, are infrared heat lamps healthy for RES?
And how long should I keep it on every day if I don't have a timer on it?

They're more for snakes and lizards. Turtles need UVA/UVB and the bulbs you use for that also emit heat, so need for it.

I use a 60watt to supplement the heat from my externally ballasted MVB, which doesn't create enough.

I keep it on the same timer as the light, and my turtle seems to love it. I've measure my turtle's shell at 94 degrees some days while she's sleeping on her dock.

But, like Joe said, make sure you have proper UV covered.
