Could it be a film over his eyes? Is he acting with any visual impairment? Has he been eating?

Is he/she swimming into things alot? It can be a film over his eyes (meaning he/she may need a vet). I would take it to the vet just ot be sure its not something major.
Thanks,
Richard

Ive seen one blind turtle before and it kept its eyes closed always but not sure if its the same for another blind turtle. Is it eating and finding food okay?

My RES's eye color sometimes seems to change with the lighting. Does yours keep the same color in all types of light? (You did write that your RES "now" has blue eyes---what color were they before?)

I remember another member had a RES that had blue eyes and I don't recall any mention about visual impairment.

Do the eyes otherwise look normal? Do the pupils move? Do the eyes appear alert?

Ok i just fed him & did an exam. He finds food ok. His eyes do change with the light. And if you test him for over a minute he will let you know, with a nice chomp! or two! So yeah overall his eyes are fine, but i saw what looks likes like rugburn. Like when your skin peels off. Did he get cut or is he shedding? And its only on his right bottom foot.

If it's shedding, the skin should also start coming off on his other limbs and neck. Shedding is visible much more in the water than out of it, where it may not be visible at all. In the water, it looks like thin, white wisps, kind of like wet tissue.

You might inspect the foot for any cuts. Is there anything in the tank he could have roughed the skin of his foot up on?
