A year and a half old turtle should never be a foot long, if it is, it's probably not in the best of shape since it was overly fed protein. Turtles all grow at different paces as long as yours is healthy and not being overfed it's size is where it needs to be. Very fast growing turtles, that are overfed protein tend to have shell deformities because of their quick growth. Slow and steady growth is how you want your turtle to be.
