I was wondering if it is harmful for my RES hatchlings to leave the basking lamp open 24/7, to maintain the temp of 83-86F.

Just as I thought too. What do you suggest I can do to keep the basking area warm since our room is air-conditioned and can be really cold. I cannot adjust the thermostat since it only has an on/off option.

You really need to put him in an appropriate tank with a submersible water heater.

I do have a submersible water heater. My concern is the temp in basking area at night when I turn off the light. It can be really cold like 70-75F. Is that ok?

Turtles dont bask at night, they usually sleep in the water. With the cooler temps he will sleep in the water like he is susposed to. Yes 70-75 is fine temps if he does deside to stay out of the water.
