How old is your turtle, how long have you had him. I got Edgar at 2weeks old and it seemed he spent his first month sleep in under the heat lamp.
Does your turtle eat normally? Do you know if he is pooping regularly?
what is your water temp when they are young it neds to be higher then for an adult. It may be that the water is a bit cool for him/her.
What type of UV lighting are you using?

Try filling a bowl with water and putting him/her in the bowl with water and pellets leave it be for 20 mins or so and see if it eats. If not try some shrimp treats or something with alot of protein if the turtle eats leave it alone for another 20 or 30 mins to see if it poops

If you are that worried make an appointment with the vet. Always better safe then sorry. Also try taking him outside for some natural sunlight and fresh air. It may help. Just make sure he can't dig or climb out of whatever you put him in. I use a kiddie pool and place a brick in the middle underneath then fill the lower side with some water....works great my boys love it.

Quick note about your setup, you need both UVA & UVB lighting, wasn't sure by the post if you have that.

Can you give us more details about the setup? Temperatures of the water and basking area... a picture might be helpful too.
