I read that I should give it a saltwater bath, but is it some type of special salt or regular salt? I think another turtle had it a while ago but it went away.

yes, just only on the top of the neck. Where do I buy the turtle meds? Just hop on ebay and buy any Nolvasan solution? For Acriflavine, I can buy about 3 more turtles for the price it goes for

That might be an injury or bite, do you have another turtle in there? I'd try dry docking then wiping with some diluted betadine, then applying some neosporin.
