is your tap water cold enough? if it is you could add some to the tank.

What's the current temperature of the tank? Ambient air temp? You can use frozen water bottles to lower the temp a few degrees. That worked for me this summer (I used 2L milk jugs). You can also have a fan blowing across the water surface (not across the basking area too). The evaporation will help cool the tank water. Also, as Christi mentioned, you can top the tank up with cold tank water.
