Habitat - Indoor :: Filter isn't working?!

Hi everyone

Today I did a massive cleaning when I was taking my gravel out, finally. When I was all done about an hour later, I hung my filter back up (I have a ten gallon tank with a Tetra Whisper filter) and plugged in it but it wasn't sucking up the water. The motor is running because I can hear it but no water is coming in. I took off the bottom piece and pushed the fan/spinner around (obviously I'm no mechanic) because that has worked in the past but it still isn't working. I added water to the top thinking it could work and that isn't either!!

Does anyone know of a way to kick-start this baby?
Do I have to create suction somehow?
Should I call the manufacturer?

Currently the filter is unplugged and I'm hoping I can get it going by this afternoon.. thank you all for your anticipated help...

I think those filters have little buckets on them right? You have to fill the container up so that the motor has water to push through.

I managed to finally get it moving again after my mom helped my add the water as I plugged it in.
