Yes, it can take them up to a month to get used to their new surroundings. Be sure to double check the basking and water temps. You'll want the basking temp about 10* warmer than the water.

Yeah. Just give your turt some time to get used to its new surroundings. Maybe even throw a few pellets up there while your not around the tank and then if you come back and the pellets are gone you know it came out to bask. Ive done this with my turt to see if he was basking when I first put up his new atba. Theyll grab the pellets and then go back into the water to eat them.
