The water temp should not fluxuate so much. For a hatchling, the water temp should be a consistant 78F. A water heater will help keep the water consistant, if you don't have one, I recommend one. Shedding is normal, but I'm not sure how long the process takes. I have had my turts a year and they haven't shed yet. The shouldn't shed too frequently though, and having the water temp too high can lead to excessive shedding.
You didn't mention what the basking area temp was...do you know?
Does she have privacy to bask in? My turtles won't bask if I am in the room watching them. They run if they hear me coming. So is it possible you just aren't seeing them bask?
