OK, I was looking at the tetra whisper rated for 20 gallons for my 10 gallon tank

You'll want to get one that is at least 3x the size of the tank since turtles are much messier than fish. So you shouldn't get anything made for less than a 30 gallon tank, even though you'll be using it in the 10 gallon. Be aware that since you will be keeping your turtle in the 10 gallon temporarily, the submersible filters will take up valuable swimming space.

I know this 3x rule, but I am going to do the best I can. When I go back to the store, I will look for one that is not too much money that sits on the back to save space, but the store aorund here charges a lot. If I have to, I will use one that is submersible and I will try to get one rated for 30 gallons or higher, but I will get one atleast 2 times, hopefully.

the heaters that are made to hang on the top of the tank can be positioned sideways so they can be mounted a little further down inside. Just secure the cord along the outside of the tank or even on the top lip to be sure it cannot eventually be fully sumberged on accident. I did this myself until i got my RES bigger tank and better heater (fully submersible).

How do I know what wattage to use for a heater? I did not come across mutiple formulas to figure this out. It is for a ten gallon tank.

I have a 50 watt heater and the same filter. Obviously, bigger is better. It will save you money when you go to upgrade. Trust me!!!! I'm not sure if a bigger heater will fit though. Mine is the perfect size. As far as the filter is concerned, I do partial water changes almost every other day and a full water change weekly. Feeding her in a seperate tank does help though. It's not the best and does take up valuable swimming space, but it is better than nothing.
