If the tank is smaller than the stand, you wouldn't be able to put the tank on it without putting something on the top of the stand. I've got a small tank (for anachris) on an iron stand that's quite a bit bigger than the tank. I have two 1-inch thick pieces of wood (not plywood) on the stand and the tank on that. I don't know how big of a tank you're talking about, though.
You could put a fish tank on the floor, some people do. I'd have it on a rug or carpet if the floor is really cold---it will help insulate it. If you're using a canister filter that's meant to work on the floor under the tank, you'll most likely find that, although it wil work, it will run noisier and will be more difficult to prime (I found this out with a Filstar XP3).
