Is 80 degrees to warm for a 2 inch turtle? If so, can anyone please give any advice on how to keep the water cooler?

No that sounds fine, just make sure the basking area's around 10 degrees hotter.

Are you using a heater? If so you can turn it down a little. The only other thing is that if you have a small tank the light may be heating the water too much so you'll need a less powerful bulb.

But, 78-70 is fine for a hatchling so you shouldn't be overly concerned. Higher water temps can cause extra shedding though.

I'd drop it a few degrees, more to around 78F.

Why do you need to keep the temp cooler? How big is the tank, how much water do you have in it? What wattage heat lamp are you using and how close is it to the basking area? What is the temp of the basking area?
