You need to put the lights directly over the basking area, yes. You need to get either a much bigger basking area, or two. All five turtles should be able to be on the basking area at the same time, without having to pile on top of one another. Those turtles look to be between two and three inches, which means right now they should be in a 100-150 gallon tank. As they grow though, you're going to need to build either a very very large pond, or get a lot of big tanks.
From the looks of it, you don't have a filter or a heater. Those items should be added ASAP. And with five turtles, you're going to want to get a really powerful filter. A canister filter will be your best bet.
Also, you should take the big rocks and the gravel out ASAP. They could eat the gravel and die of impaction. The bigger rocks are taking up valuable swimming space. You can add some fake plants once you take everything out, that will provide some decoration and some hides/resting spots for the turtles.
