Decided to get rid of the river rock and get sand thought we washed it pretty good. Put it in thursday and its still all cloudy. Any ideas? Wondering if i should do a partial tank change and see if that helps

yes, do about a 50% water change and see if that helps. If not, take the sand out and wash and wash some more.

How did you wash it out? Also where did you get the sand?

I got home at home depot.

I bought a five gallon bucket then put the sand in and filled it up with water. I let the water run and mixed the sand in the water really well until it was clear. Since I used the hose I filled the bucket with hot water and mixed it until it warmed the sand to room temp. I had to empty the water a few times but it worked.

It will settle, you just have to be patient. Sometimes it takes 1+week for it to settle, but it will eventually

Make sure you turn of your filter and keep your turtles out

I used to have a tank with sand in it. It took forever for the water to clear up. What I did is i picked up my 20 gallon tank and took it outside once a month and cleaned the tank out completely. After 2 or 3 cleanings I never had to wait for my sand to settle again. I know that you can supposedly mess everything up in the tank but I never had problems and I had 5 goldfish, 1 pleco, crayfish, and two baby turtles. They never got sick ever. Soo.. give it a chance I guess..
