Habitat - Indoor :: New Tank?

Not sure if this is where this goes but anyway. So I'm about to get some turtles. RES. We are getting an aquarium from a friend who'd been using it as a terrarium so he didn't have all the aquarium media. Today we went out and bought some of the accessories we'd need to set up a turtle aquarium and we'll get the rest later. Today we bought some turle meds and a filter.
I had turtles as a child but my parents took care of them, not I, so this is new to me.
One turtle I had liked to eat the silicon sealing, but I suspect he wasn't being fed properly now as he lived off of tubifex worms.
I'm reading about setting up a tank and frankly, the idea of cycling seems a bit daunting.
Do I get my turtles right away and put some cycling fish in or do I put the fish in and wait to get my turtles? Does it matter either way?

Make sure that it's actually an aquarium as terrariums are not really meant to hold water.

Cycling is not harmful, so I would just fill your tank and get the filter running. I think it's more important to do regular changes and have adequate filtration.
