I wouldn't use MDF (medium density fiberboard) since it contains resin, wax and perhaps other chemicals (fire retardants, etc).
Materials that people have used safely and successfully to build basking areas are wood (must be untreated! in other words, no chemicals), acrylic (looks kind of like glass, but made of plastic) and PVC pipe. Except for some wood, these materials won't float, which means you need to build a structure that reaches from the bottom of the tank to the surface of the water. Alternatively, people use these materials to build above tank basking areas. An above tank area is a frame that rests on the rim of the tank with a sloping ramp that extends into the water that the turtle can use to climb up onto the basking area.
