Exactly what is the problem with your turtle's eyes? Are they swollen? Closed? Open but red? Is your turtle rubbing at them? Do they look infected?
I wouldn't use salt water in the eye to try to help it (salt will irritate more than anything).
If they're irritated, get some Zoo Med eye drops (you can find them at places like Petco and Petsmart) and follow the directions for use.
If they're swollen and closed, what has your RES's diet been like? On the chance there's a dietary deficiency (Vit A) get some plain cod liver oil capsules, break one and put the oil on a q-tip, apply it on the eye lids once or twice a day for several days. If the problem is a Vit A deficiency, you should see improvement.
