Two signs, you may see both or one or the other:
1) Shell pyramiding - Too much protein will cause the organs to push outward and cause the shell to deform, literally looking like little Egyptian pyramids. The pyramiding can be slight or extreme, and will shorten the turtle's life.
2) Excess flesh in the leg, arm, and neck regions - Chubby turtles will basically look "fat" on their flesh. Normally, turtles should be able to put their arms, legs, and neck into their shells easily. If they cannot, they are probably chubby. Also, when you gently press on these regions, they should be like excess skin with little bones inside, they shouldn't feel fat or otherwise.
When in doubt, cut back on the protein. What are you feeding your turtle? How big is your turtle? Can you post pictures?
