Image these are smaller pellets and it says to spoon out one level of teaspoon for turtle. im very confused now becasue i have been feeding him around 4 pellets and some lettuce a day and they are small pellets meant for turtles from 2 to 6 inches. now my question is am i feeding him to little to much or just right

Yep, don't listen to the instructions. Turtle pellets always tell you to overfeed.

I'm guessing you still have a turtle under 4", so you want to feed a "head-sized amount" daily. Think about what a little skull would look like in their head, no counting the neck too, and give that many pellets. For a 2" turtle, I would imagine 2-4 pellets are probably good; 3" maybe 3-5 pellets; 4" you would want to give 6-8 pellets every other day; and so on.

It's not an exact science, just guesstimate.
