Turtles, in the wild do eat frogs. Just make sure the tadpoles are supposed to turn into frogs, and not toads (toads are poisonous if eaten).
I would buy them from a pet store, definitely, and gut load them with vitamins and food before feeding them. Don't use wild caught tadpoles, you have no idea what they could be carrying.
That's a pretty interesting idea. Hadn't thought of it before.
