I don't think the back is digestible, and a sharp piece could cut your turtle, either if it's bitten or while it passes through the digestive track.
Usually, if the cuttlebone has been waterlogged and dried out, it will float for a while, but will sink again more quickly. I don't think it goes bad, but if I find a piece on the bottom that's discolored and soggy, I just throw it out.
