Yes, Its fine for your turtle.
I wish I could find some in my area don't know why but I never see any stores sell them.

Although someone here once said that his turtle like the stuff, I've never know a turtle to readily eat it. I think it's because the edges are curly and the leaf isn't tender. If you can, try to find dandelion greens to give your turtle.
