keeping the cat out shouldnt be very hard... i use wire mesh as a cover to keep my turtle in, it should keep the cat out too.. you can get the stuff at a local art supply store, or a walmart...
the basking area takes a little more creativity... there are a lot of good pictures/guides on the forum of how people have made their basking areas.. the toughest part that people have said is creating a ramp for the turtle to get up to the basking area
it really depends on how creative you want to get with the process and how talented with different materials you are... a good starting place would probably be with a preformed box (maybe a plastic storage bin) that you can cut an entrance in for the ramp.. good luck, keep us posted!
