For now break up the pellets you have to make them an edible size for the baby. Look for some Reptomin Baby pellets---they're smaller and have a bit more calcium in them.
I'd get some anachris (aquatic plant) for the baby to rest on (s/he needs a bigger enclosure) and nibble. You could also get some earthworms and cut one up into small pieces---most hatchlings are attracted to food that moves as well as smelly foods.
The basking area is a rock? Can the turtle get on it easily?
