That happens with a new tank. I think their survival instincts kick in and they hide because they don't know what might be in there ready to eat them. Just give them time. Mine did the same thing.
I had a huge sense of accomplishment when it was all done and my turts were in there even though they weren't yet enjoying it. I think I probably logged over a whole day in total time setting it up, trips to the store and everything else it took to get them setup.
2 RES hatchlings, affectionately named "Thunder" and "Lightning". Purchased in Chinatown for $6, their habitat over $500, the satisfaction that I felt when it was all set up and my turts enjoying their new home = priceless!
