No, you shouldn't be scared to drink it. I mean, every year I get a paper in the mail describing what is in my city water. Our water comes from a local reservoir and we always have high bacterial counts among other things. Basically we have some of the worst water that barely squeaks by a drinkable.
Then you have bottled water, which is often just tap water put into bottles. Unless you pay the big bucks, the bottled water isn't any better than tap water.
My grandparents had a well that had a spring that filled it. It was the sweetest, most wonderful tasting water that has ever existed. They didn't have to do anything to treat their water.
The key here is taking control of what you put in your mouth (and your turtle's tank) and getting the water tested frequently and knowing what they do to treat the water. You should be able to take the water to Petsmart/Petco to get it tested at the level of aquarium testing, I'm not entirely sure how to get the water tested for human consumption. They sell these kits at Home Depot/Lowe's where you mail the water sample out and they test it.
