I think both are roughly equivalent as far as turtle-safety and maintenance go, so I would say choose whichever you like the looks of best. Or, whichever is cheaper ;)

quartz is more expensive (20$) than the sand (5$)
but i've been told that quartz is safer because its more airy wich prevents green toxic alge... is it true?

Could be partially true. But if you have under 3cm of sand, then you won't get the toxic buildup. Or if you have it thicker, just give it a stir now and then.

3cm = 1.3in...

i would like to have a 6 cm thick (3 in)... would you recommend the quartz than sand?
